The full form of UPSC is Union Public Service Commission. The UPSC is the central commission board and is the main recruiting board for prestigious civil services in India. The UPSC conducts exam for both group A and group B services.

The reporting authority of UPSC is the president of India and the commission can also advise the government through him. The UPSC has all the rights to recruit and appoint All India Services in India. It has all rights related to promotion, transfers, appointments and other disciplinary matters.

The UPSC was intercepted in October 1, 1926 as PSC, after independence in India the commission was renamed as UPSC. The UPSC has also right to freedom to work with election commission as well as higher judiciary. The UPSC headquarters were located in New Delhi and have its own secretariat headed by Chairman Arvind Saxena.

History of UPSC

A royal commission was set up in 1923 which comprise of equal number of Indian as well as British members. The members in the commission submitted a report which demanded setting up of a Public Service Commission. So the PSC started with recruiting 40% of people from India and 40% of people from British and remaining 20% Indians will be enrolled in PSC from provincial services.

So, on Oct 1, 1926 first Public Service Commission came into existence. It was headed by Sir Ross Barker. Later PSC was known as Federal Public Service Commission and on Jan 26, 1950 Federal Public Service Commission became UPSC and was given a constitutional status.

Functions of UPSC

  • As per article 320 of constitution, the main function of UPSC is to conduct national level exam to recruit candidates for the prestigious posts in India like IAS, IPS and IFS.
  • The UPSC has the rights regarding the recruitment, appointment, transfers and promotions.
  • The UPSC shall also be consulted for all the disciplinary matters which fall against a civil servant. The UPSC also has the right to any claims by a civil servant such as legal proceedings, pension, injuries etc.

UPSC Secretariat

The UPSC has a secretariat to carry all operations and functions. The main head of secretariat is called a secretary, and followed by 4 additional secretaries, joint and deputy secretaries and the staff.

Administration: This department is the upper level division. The duty of this department is to administer the Secretariat and looks personally over all the members of UPSC.

Recruitment/All India Services: In this department all the recruitments and promotions of all IAS, IPS and IFS are done.

Appointments: In this department all the promotions and appointments to central services based on proposals from various Ministers/Departments/Union Territories/Local Bodies is done.

Examination: This department sets the paper and performs the merit based selection of candidates.

General: This department generally deals with day to day housekeeping activities of UPSC.

There are some other divisions like recruitment rules, Services I and Services II.

UPSC conducts exam every year to select candidates for most prestigious and respectable positions in India. Every year lakhs of candidates apply for UPSC exam. The UPSC exam is 3 stage exam. The UPSC is a yearlong exam process which are preliminary, mains and personal interview.

The candidates are recruited based on merit for posts of All India Services, Central Services or Group A and Group B services
